Executive Session and Regular City Council — 4/7/03 <br />DRAFT Minutes — Page 22 <br />popular opinion. <br />Mayor Kysylyczyn provided those questions and <br />comments raised by the public, and disputed those items <br />he opined were misrepresentations based on <br />misinformation. Mayor Kysylyczyn expressed his <br />disappointment that staff had not brought forward more <br />information initially. <br />Mayor Kysylyczyn, through a series of statements and <br />graphs, presented statistical information regarding average <br />election turnouts; number of registered voters voting in <br />Primary elections; historical population estimates; <br />comparisons between those candidates carrying the <br />majority vote in the Primary and General elections; and <br />compared election results in Anoka County District 6. <br />Councilmember Kough commented on Mayor <br />Kysylyczyn's presentation regarding his campaign for <br />City Council; with Mayor Kysylyczyn responding that it <br />was an exception to the rule. <br />Mayor Kysylyczyn referenced an article in the March 25, <br />2003 Pioneer Press regarding incorrect quotations from a <br />Professor Scheer regarding municipal elections; and <br />summarized by reiterating his statistics and demographics <br />and encouraged Councilmembers to consider further <br />information prior to making a decision regarding <br />continuation of municipal Primary elections in Roseville. <br />Mayor Kysylyczyn adamantly clarified popular opinion <br />and expressed his personal position that early data appears <br />to show that there's no change in Primary/General <br />elections; and he, as an incumbent, had an advantage in <br />greater name recognition and fund raising ability; stating <br />that it would personally benefit me to keep the Primary <br />election intact as evidenced by his research; and asked that <br />former critics of his intentions justify their earlier � <br />comments after reviewing the data.
