Mayor Kysylyczyn expressed his disappointment that staff had not brought forward more information initially. Mayor Kysylyczyn, through a series of statements and graphs, presented statistical information regarding average election turnouts; number of registered voters voting in Primary elections; historical population estimates; comparisons between those candidates carrying the majority vote in the Primary and General elections; and compared election results in Anoka County District 6. Councilmember Kough commented on Mayor Kysylyczyn's presentation regarding his campaign for City Council; with Mayor Kysylyczyn responding that it was an exception to the rule. Mayor Kysylyczyn referenced an article in the March 25, 2003 Pioneer Press regarding incorrect quotations from a Professor Scheer regarding municipal elections; and summarized by reiterating his statistics and demographics and encouraged Councilmembers to consider further information prior to making a decision regarding continuation of municipal Primary elections in Roseville. Mayor Kysylyczyn adamantly clarified popular opinion and expressed his personal position that early data appears to show that there's no change in Primary/General elections; and he, as an incumbent, had an advantage in greater name recognition and fund raising ability; stating that it would personally benefit me to keep the Primary election intact as evidenced by his research; and asked that former critics of his intentions justify their earlier � comments after reviewing the data.
