It is generally accepted by housing experts that <br />small problems with home maintenance (for example, a torn screen that never g ets <br />fixed, a door hanging by one hinge, etc.) are often harbingers of more serious <br />problems in a neighborhood. However, as important as code enforcement is,, it is <br />only one part of the solution. It is the "stick"' in what should he a carrot and stick <br />approach. <br />By proposing a Roseville Stellar Home & Garden Program my goal is to <br />offer something of a "carrot" to people for investment in their homes and gardens. <br />. g <br />The goal of this program is to encourage and reward investment by Roseville <br />residents in their homes and neighborhoods. <br />Proposal <br />What I am requesting is that the city council refer this matter to the Roseville <br />Parks and Recreation Commission and the Housing and Redevelopment Authorit <br />for further study and for an eventual report back to the city council with their <br />recommendations. I would life them to study the following questions: <br />1 Is there value in such a program? In addition to discussing this <br />question among themselves, they are encouraged to solicit <br />testimony from the public. <br />2) Assuming that they find some value in this program p rovide <br />recommendations on hover it could be administered. The goal <br />should he to have the program administered in a way that involves <br />a minimum amount of staff time. For example, the advisory <br />commissions should consider outside organizations like the ,4 <br />Roseville Garden Club as possible sponsors and administrators of <br />the program. <br />
