Evaluation of a New Phone System <br />f <br />Using HT 's recommendation as a guide, Staff has prepared some preliminary analysis and cost <br />estimates for three potential phone systems. Each of these systems will meet the City's current <br />needs. However, the analysis does indicate greater long -term benefits of one particular system. <br />The three systems include <br />1} State of Minnesota Centrex System <br />2} PBX System <br />3} IP Telephony System <br />Each of these systems is compared below. <br />State Centrex System <br />The State's Centrex phone system is a PBX (Private Branch Exchange) system which requires <br />Qwest (or another local phone service provider) service lines to connect from City Hall to the <br />State phone switch. <br />Advantages include: <br />• Dower up -front equipment costs than PBX or IP Telephony <br />• Simplicity of overall system <br />❑ Cost - effective in single - facility configuration <br />Disadvantages include: <br />❑ Higher annual ongoing costs compared to IP Telephony <br />❑ Additional trunk lines needed to connect other City facilities <br />❑ No call stacking and queuing <br />• Requires dedicated wiring system to he installed at all city facilities, increasing <br />infrastructure costs <br />• Lack of control over long- terra phone costs <br />• Phone unit adds /moves /changes require service calls <br />• Multiple failure points without recovery. Does not provide for emergency <br />readiness protocols. <br />Given that Roseville has multiple facilities requiring inter-connections, call stacking, queuing, <br />etc. and in considering the long -terra cost impacts, the State Centrex System does not appear <br />cost - effective at this tinge. <br />
