Section lom Executo Ove 0
ive rview
The North Suburban Communications commission (NSCC) aloe with the . ci t es of Roseville , 111ew
Brighton and Shoreview sponsored a project to determine the viability of
creating a stronger e
among the members of the NSCC leveraging the [Net infrastructure. The fact that three of the four -
entities involved in the study require new telephone systems males the timing of '
. the Rte]
fortuitous,
The members of the NSCC share a belief that the Net is an underutilized
asset that could be
leveraged to improve collaboration among members and provide better delivery re of and access to
services. Building a shared technology infrastructure, leveraging the iNet will assist in
accomplishing those objectives, A shared technology infrastructure can also enhance
ce public safety
and create a cost - effective environment for delivering technology solutions for
. gy common
applications through communities of interest.
As a result of this project, (Haigh, Todd & Associates, TA is recommending n
Inc.) g that a
decentralized approach based on common network architecture be the strategy developed and
deployed throughout the NSCC. This strategy will deploy voice servers at the . .
p three lamer cities
(Roseville,, New Brighton and Shoreview), and a fourth server at the central location. These
servers will provide the basic telephone system capability ll for each of the four location
.. .* tY locations. In
addition, smaller cities or other public entities connected to the iNet will be
able to share the
technology installed at the identified locations.
High -end / expensive applications (Messaging, Automatic Call Distribution and
Automated
Attendant Call Routing) will be made available to all locations on the network from
a central
location, The technology required to deliver these applications will be purchased
. pp p once rather than
the full expense incurred by each entity. This will allow locations where cost may have been an
issue, to tale advantage of the technology and gain the same benefit as the larger locations.
tons.
This solution will not only address the short -term needs of le members but position
.. .. . , t wi[1 also so position the
coalition of municipalities for the future.
The following short -term objectives -will be satisfied
❑ New telephone systems will be available to the organizations that need them.
❑ Autonomy for the larger organizations will be retained.
❑ Remote locations will have the same capability ity as la r e central sites.
. g
❑ Technology solutions will be available to smaller municipalities cost effectively.
y
More importantly the members of the NSCC are building for the future. While the e approach may
be new, it is evolutionary not revolutionary, With the financial situation facia '
g the Public hector,
new means of collaboration will be one way of doing more with less. While technology ® gY
an increasing expense, ® is one area, that when deployed properly, provide a
on the investment.
p p Y p positive return
Attachment A
North Suburban Communications Commission Page 1
