DATE: 04/14103
ITEM: M- A.
Department Approval: Manager reviewed: Agenda Section:
dz - Reports & Recommendations
Item • Senior Discount Program for City Utilities
Background: As requested by the City Council, the public works and Transportation
omm'ssion reviewed additional information regarding the Senior Discount program fur City
utilities. The Council asked for a recommendation from the Commission as to the future
direction or need for this program. In addition to the infornnation previously provided to the City
Council, staff provided the Commission with a surrey of adjacent cities and ether metro cities of
similar size as to this type of program offered to their citizens. This survey, as well as
information previously presented to the Council, is attached.
Discussion: After considerable discussion, the Commission voted 5 -0 to reconnnend continuing
the senior discount as it is currently offered, as well as offering a similar program to these under
age 65 who meet Federal poverty Income Guidelines. Whose applicants under age 65 would have
to reapply or certify annually that they meet the income guidelines for the program. The
Commission felt this is a good program to assist those on fixed or limited incomes. The minutes
from the Commission meeting relating to this item are attached.
Financial Implications: Extending this discount program to those residents who qualify will
impact overall utility rates. We do not have an estimate at this time as to how many utilit
customers may qualify. Utility rates are adjusted annually to cover projected expenses. The cost
of additional utility customers utilizing this program would be borne fully through the City utility
enterprise budgets.
14 xiili=
1VU 107"L
! 51111111
a
Motion to extend utility discount prograrn to those under age 65 meeting Federal Poverty
Guidelines with annual re- application and to continue existing Senior Discount Program.
Prepared By: Duane Schwartz
