11Y ro, uN�y 1,,' op <br />Ufa =U, <br />To: Mayor and Council, <br />Neal Beets, City Manager <br />rom: Chris Miller, Finance Director <br />Date: April 22, 2003 <br />Ike: Estimation of Eligible Households for the water and Sewer Viscount program <br />Introduction <br />At the 4/14/03 Council Meeting, the City Council discussed the possibility of establishing a <br />financial means test as part of the eligibility requirements for the City's Water and Sewer <br />Discount Program (currently known as the Senior Discount Program). The following <br />information is presented to aid the Council in their decision. <br />The information is based on the 2000 Census, which was arrived at from a sample of single - <br />family households in Roseville. Based upon this information, the table below depicts the number <br />of single - f it households that would qualify `y for the discount based on varying amounts of <br />household income. <br />Federal and State assistance programs dune `Adjusted Gross Income" in many different ways. <br />The table above is based upon the household's income after taxes, and is commonly used in <br />many assistance programs. <br />Supplemental Information <br />As a comparison to the table above, the current dollar amount for meeting the Federal <br />Government's poverty threshold for a two- person household is approximately $1 2,000 in <br />adjusted gross income. <br />Based on the 2000 Census, the average household social security income is $14,000 annually. <br />The average retirement income (pension payments) is $22,000 annually. <br />Under the City's current discount program, 2,500, or 21% of single - family households are <br />currently receiving the discount. To maintain the current number of eligible households, the <br />Council would need to establish a dollar threshold of approximately $30,000. <br />1 <br />
