B. The plight of the landowner is due to circumstances unique to the Progeny not
created by the landowner: The Voermans property (site /structure) is unique. It
was constructed before the Village /City established a zoning code and before the
City established lot coverage maximums. Family needs and designs of hones and
lots have dramatically changed in the past five decades, and in so doing have
created certain conflicts with established codes of older communities. The
Community Development Staff has determined that the plight of the
landowner is due to circumstances unique to the property not created by the
landowner.
The variance, ifgranted, will not alter the essential character of the locality.,
The improvements proposed improvements for the Voennans home will not be
out of character or context of a home from 1950's and more importantly in
keeping with today's dcsigns and family accommodations. The Community
Development Staff has determined that this variance, if granted, will not
alter the essential character of the locality, nor adversely affect the public
health, safety, or general welfare, of the city or adjacent properties.
6.0 STAFF RECOMMENDATION:
6.1 Based on the information provided and the findings in Section 5 of this project report, the
Community Development Staff recommends approval of a 503 square foot (5 %)
VARIANCE to Section 1 004.01 A6 of the Roseville City Code for Gerald Voermans to
allow the construction a living area addition to the north side (rear) of the existing home
and associated site improvements (sidewalk, patio} stoops) at 1251 Rona Avenue,
subject to the following conditions:
A. The proposed improvements not exceed 3,743 square feet or 35% of the parcel
size.
The additions trust match or be similar to that of the existing building in color
and/or materials.
C. gutters and downspouts being placed along the eve of the addition/home where
appropriate to properly direct roof drainage onto the subject parcel and away from
neighboring properties.
No additional accessory buildings, a garden shed, or garage addition being
allowed without an approved variance.
E. The review and approval of a building permit consistent with the approved plans
and variance.
PF3462 RCA 042803 - Page 4 of 5
