EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVI�.T_F <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 28"' day of April, 2003, at 630 P .m. <br />The following members were present: <br />and the following were absent: <br />Council Member <br />adoption: <br />introduced the following resolution and moved its <br />RESOLUTION NO. <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR QWEST <br />WIRELE55 TO ERECT A 54 FOOT PC5 MQNOPOLE AND INSTALL A550CiATED <br />EQUIPMENT CABINETS IN THE NORTHEAST CORNER OF THE FRANK'S <br />NURSERY & CRAFTS PARCEL (PF 3461) <br />WHEREAS, Qwest wireless in association with Frank's Nursery & Crafts have <br />requested a conditional use permit in accordance with Section 1013 of the Roseville City Code <br />to allow the installation of a 54 foot tall monopole and associated equipment cabinets in the <br />northeast corner of the Frank's Nursery & Crafts parcel; <br />WHEREAS, the Frank's Nursery & Crafts is located at 1800 South Highway Service <br />Drive and legally described at as: <br />Lot 1, Block 1, La Belle's ubdivrsioft <br />PIN;, 09- 29 -23 -43 -0004 <br />WHEREAS, Section 101 3 requires the City to determine that the request is: <br />a Compatibility with adjoining properties. <br />b. Impacts on traffic and public facilities. <br />C. Impacts on property value. <br />d Impacts on general health, safety, and public welfare. <br />e. Compatibility with the Roseville Comprehensive Plan. <br />WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />Qwest wireless conditional use permit request on April 4, 2003, and recommended (6 -1) <br />approval of the request, unending the equipment cabinet placement location and based on <br />findings outlined in Section 5 and revised conditions of Section 6 of the project report dated <br />April 2, 2003. <br />
