9. o PLANNING COMMISSION ACTION: <br />9.1 On April 2, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Qwest CUP request. At the hearing, no citizens were present to address the <br />Commission, however, the Commission did have questions of the applicant and City <br />Staff pertaining to the proposal. <br />9.2 Specifically, the Commission was concerned about the proposed location of the <br />equipment cabinets and the need to remove are evergreen tree. The Commission <br />discussed relocation of the equipment cabinets to the parking lot due to over abundance <br />of parking stalls and the proposed location being a great distance from the store entry. <br />9.3 The applicant indicated that he was not opposed to the location} however, the current <br />agreement with Frank's calls for the equipment to be placed in the evergreen tree area of <br />the northeast corner of the parcel. He added that any revisions would need to be <br />approved by both corporate headquarters, and that he could guarantee an agreement <br />could be reached. <br />9.4 The Planning Commission voted (4 -3) to amend the City Staff Tec or nmendation and <br />required the equipment cabinets be placed in the parking lot. The Commission then <br />gated (6 -1) to recommend approval of the Conditional Use Permit request by west <br />Wireless for the northeast corner of the Frank "s Nursery & Crafts sites subject to the <br />conditions stipulated in the project report dated April 2, 2003. <br />9.5 On April 22, 2003, the City Planner received the revised site plan, elevation drawing, and <br />digital photo of the Qwest proposal. The revision,, consistent with the Planning <br />Commission recommendation, indicates an equipment cabinet area being placed on two <br />parking spaces in the northeast corner of the Frank's parking lot, with the equipment <br />being screened with a cedar fence. Bollards have been placed around the south and west <br />side of the fence to protect the equipment. <br />9.6 Equipment cabinets are located on a raised (6 to 8 inch) metal rack, which allows the <br />existing parking lot surface to remain. Footings for the bollards and equipment rack will <br />be drilled into the parking lot at the required location.
