I .Planning File 3461: Request by est Wireless in association with Frank's <br />Nursery & Crafts for a CONDITIONAL USE PERMIT to replace an <br />3 esg parking lot light pole with a 54 foot tall FCS rnonopolc (single poly: <br />4 w/ ante nn as) a affiliated equipment area, and sight replacement in the <br />5 northeast corner of the parking lot att o0 South Highway 36 Service Drive. <br />6 <br />7 Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a <br />8 summary of the project report dated April 25 2003. <br />9 <br />10 Qwest wireless and Frank's Nursery and Crafts (property owner), 1800 South Highway <br />6 Service Drive, have requested a conditional use permit to allow the installation of a 54 <br />12 foot tall monopole (single pole /antenna), replacing an existing parking lot light in the <br />13 northeast corner of the Frank's parking lot. The proposal includes re-installing the light <br />14 on the monopole and installation of support equipment adjacent the monopole. <br />15 <br />16 The proposed location of the monopole and supporting equipment cabinets meet the <br />17 required setback for accessory structures from a property line. One existing tree will be <br />18 removed and a lime rock base (16 feet by 12 feet — 192 s€1. ft.), complete with landscape <br />19 edging} will be installed for the supporting equipment. <br />20 <br />1 Staff recommended approval. <br />3 Member Feper asked if one tree was being removed (yes, one coniferous tree) . The trees <br />4 do act as a buffer to houses west of the site. <br />5 <br />6 Member Mulder asked the size of the equipment cabinet. (smaller than normal equipment <br />7 buildings). <br />S <br />29 Member Stone asked who will own the pole. (Frank's) Who owns the tree? (Frank's) <br />30 Member Mulder asked if a surety bond is requited (no). The City should have a bond as <br />31 part of the Condition Use Permit. Is there another location and/or pole? (no) Can the <br />32 City require a lattice tower's (Yes, but ugly) <br />33 <br />34 /Member B akeman asked if the pole must be removed would the light pole be replaced. <br />35 <br />36 The Community Development Staff recommended approval of the Qwest wireless <br />37 Conditional Use Permit, allowing the installation of a 54 foot tall monopole with one <br />38 antenna and associated equipment cabinets for the purpose of providing wireless <br />39 communication services at 1800 South Highway Service Drive with the compliance of <br />40 the following conditions: <br />42 a) The maximum height above grade at the monopole base may be up to 54 feet. <br />43 only one antenna cylinder of the sire and pole location specified in the <br />44 application may be installed on the monopole. <br />45 <br />46 b) The equipment cabinets must be erected adjacent to the monopole in the location <br />
