Regular City Council Minutes — 4/28/03 <br />DRAFT Minutes -- Page 8 <br />of participants at various <br />referenced by previous <br />Transportation Commission <br />discussions. <br />income levels, as <br />Public Works and <br />and City Council <br />Mayor Kysylyczyn opened the Public Hearing at <br />8:05 p.m. <br />Maschka moved, Klausing seconded, an extension <br />of the utility discount program to those under age 65 <br />meeting federal poverty guidelines with annual <br />reapplication; and to continue the existing senior <br />discount program. <br />Doug Wilke, Chair of the Public Works and <br />Transportation Commission <br />Mr. Wilke spoke in support of the extension of the <br />under 65 needs -based program and the continuation <br />of the existing senior discount program. <br />Polly Frank, X233 County Road B <br />Ms. Frank spoke in support of a continuation of the <br />senior citizen discount program. <br />Amy Herrera, 2258 Fulham Street <br />Ms. Herrera spoke in favor of continuing the senior <br />citizen discount program; opining ghat, in these <br />economic times, the City should not consider cutting <br />any services to its senior citizens. <br />Mayor Kysylyczyn clarified several comments with <br />Ms. Herrera as to her opinion of the income -based <br />option, or the current practice. <br />Al Sands, 2612 Aldine <br />Mr. Sands provided a historical background for the <br />senior discount program; opining that in the mid- <br />60's, property owners were assessed for private 'Wells <br />and drain fields; and then were assessed for sanitary <br />sewer and water installation when it became <br />available.
