Regular City Council Minutes — 4/28!03 <br />DRAFT Minutes - Page 29 <br />City Manager Beets commented on Mayor <br />Kysyiyczyn's criticism of the excessive use of paper <br />by staff in duplicating information to the Council; <br />questioned how Mayor Kysylyczyn was able to <br />approve the budget without being provided with the <br />information requested; and asked Mayor Kysylyczyn <br />if there was a record of a motion and a vote <br />providing staff with direction of the majority of the <br />Council. <br />Mayor Kysylyczyn responded negatively to City <br />Manager Beets' question regarding a motion and <br />vote; at which point City Manager Beets asked how <br />staff could be provided with a target if there was no <br />formal Council action to provide that direction; <br />asked how staff could proceed with a 2004 budget <br />process when told by the Council that even <br />preliminary discussions are premature. <br />Councilmember Schroeder sought to bring some <br />calm to the discussion; and stated his preference for <br />a zero percent levy increase. <br />Mayor Kysylyczyn questioned why the 2004 budget <br />was being discussed at this point; with City Manager <br />Beets responding that staff was seeking Council <br />direction and a preferred process for discussion. <br />Mayor Kysylyczyn opined that the requested <br />documents identified as detailed, Tine -item budgets, <br />did not require a vote of the City Council; it was City <br />information under the law; and that his personal <br />target was a zero percent levy increase, but since the <br />voters had approved the referendum, he could be <br />talked into compensating for additional facility <br />operational costs, but that he would consider that <br />outside the balance of budget discussions. <br />Mayor Kysylyczyn further discussed the unknown <br />legislative impact, which will be unavailable until <br />
