Departmen Approval: <br />l <br />REQUEST FOR COiJNCIL ACTION <br />Manager reviewed: <br />Item Description: Compost Turner Attachment <br />DATE 05/12/03 <br />I'T`EM: X1. <br />Agenda Section: <br />Consent <br />Background: The city has hired a contractor to aerate the leaf piles at the compost site for the <br />past thirteen Fears. This helps to keep the odor to a minimum during the composting process and <br />speeds the decomposition of the leaves. we are able to produce finished compost in one season <br />using this process. This compost is then made available to Roseville residents and is <br />longstanding, popular service for our customers. <br />The contractor that had performed this service for us through 2001 is no longer available. we <br />contracted with another firm. in 2002 but were only able to aerate throe times during the summer <br />season due to his availability. Ideally, the piles would he aerated five to six times at minimum to <br />keep the odor at bay and to produce excellent quality compost. <br />Policy Objectives: To produce quality compost from the leaves of Roseville residents and to he <br />a good neighbor by beeping odor to a mirumnumn. Staff proposes to purchase an attachment for our <br />front end loader that is designed to aerate leaves collected and dropped off during our annual leaf <br />program., producing useable compost material. The proposed unit will replace contracting out <br />this maintenance and allow staff more flexibility in aerating the leaf piles. <br />Discussion of • acueen Equipment Inc. was the low bidder at $785050, and Swanston <br />Equipment Inc. hid this attachment at $789900. <br />Recommendation: Staff Staff recommends low bidder, Mac Queen Equipment Inc. This <br />recommendation assumes the City will continue to operate a leaf compost site in the foreseeable <br />1 at L.i.l e . 11 <br />RECOMMENDED COUNCIL ACTION:, Motion accepting the low hid from Mac Queen <br />Equipment Inc. for the purchase of compost aeration equipment. <br />Prepared By: Steve Zweber, Street Supervisor <br />
