B. <br />Department Approval Manager Reviewed Agenda Section <br />Consent <br />Ln <br />B acl ground <br />In 1 993 the City of Roseville was faced with a large rate increase and benefit reductions if it stayed <br />with the Ramsey County medical plan. Thus the City made the decision to search for alternatives. <br />The City sought the agent of record services of The Cleveland Company and they have been the <br />agent helping the city to obtain health and dental insurance coverage ever since. <br />After the renewal process in November last year Council directed staff to develop a process for <br />review of agent of record services and to proceed with a request for proposal. <br />Legal notice was given in March and the City sent out RFP'S to 14 vendors. Nine vendors replied in <br />April and a task force of staff from various departments assembled to review the bids and <br />interviewed the top four. <br />The criteria used for staff recommendation are included for your review. Each task force member <br />utilized the rating sheet to score each of the four vendors that were interviewed. The vendor that <br />scored the highest, coning in with a score of 316 points, was Financial Concepts. <br />Financial Concepts has been in the employee benefits business since 1980 and has a very consumer <br />and customer driven approach. Their partnering relationship is very proactive and inclusive <br />including not only renewals but also analysis, design, and funding methods. Lastly, when staff <br />conducted reference cheeps with other Cities that utilize the services of Financial Concepts they <br />were outstanding. <br />Financial: <br />It is anticipated that the financial irnpact to the City will remain relatively consistent with what is <br />currently being paid, which is close to 02000 annually. The financial difference that is expected is <br />that which will be seen by the commitment of Financial Concepts to review the City's current <br />employee benefit plans and conduct a needs analysis. Financial Concepts will then make <br />recommendations for changes due to the needs analysis outcome, <br />Staff Recommendation <br />Staff` recommends that the proposal from Financial Concepts for employee benefits consulting <br />services be accepted, and that the Council authorize a contract to be reviewed and approved by the <br />City Attorney. <br />
