4.0 PROJECT SPECIFICS: <br />4.1 The Minnesota State Fair requests an additional parr & ride site with certain conditions <br />of use and operation, by amending its original Interim Use Permit. <br />4.2 Prior to February 2002, the Fair operated park & ride facilities at the certain sites in <br />Roseville for many years. However, in 2001 a the City received telephone calls from <br />residents adjacent to one of the proposed sites (Bethany Baptist Church) complaining <br />about vehicle noise and Fair patron conduct. This complaint prompted the Community <br />Development Department to review the situation, determining that an Interim Use Permit <br />was necessary for the seven 2002 sites. <br />4.3 The parr & ride lot at Centennial [united Methodist Church will include the following <br />items: <br />Staffing provided by Minnesota State Fair employees and volunteer groups that <br />are paid by the Fair. Staffing needs are dependent on the size of the site and the <br />number of spaces provided. <br />Two -way radio cornmunlcati on with park & ride supervisor (hourly radio security <br />checks beginning at 8 p.m.). <br />Provision of portable restrooms and trash containers (emptied daily). Minnesota <br />State Fair responsible for cleaning lots. <br />10 foot her 10 foot teat to provide shade for those waiting for transportation to <br />Fair Grounds. <br />Information and directional signage set -up and removed by parr & ride personnel. <br />Directional signage is limited to 2 -1/2 foot by 3 foot suns directing people and <br />vehicles on to each site and "lot full' signs places at each entrance for patron <br />convenience. <br />Coach or transit bus service to operate in 15 to 20 minute intervals from 8 a.m. to <br />to p.m. each day during the Fair. Bus service contracted with Metro Transit <br />and/or Lorenz Bus Company. <br />Provision by each property owner of a certificate of insurance with the State of <br />Minnesota Risk Management Division for liability* <br />4.4 Minnesota State Fair has provided a letter from Centennial United Methodist Church <br />seeking inclusion as a parr & ride lot during the to day State Fair. <br />F <br />a <br />PF3473 - RCA 06/02/03 - page 2 of 5 <br />
