4.5 A site plan indicates the parking area and number of spaces to be used for the park & ride <br />and an aerial photo provided by the City identifies the premises and surrounding <br />neighborhood. <br />4.6 The number of vehicles to be parked in the Centennial United Methodist Church parking <br />lot is dependent on site activities, weddings and funerals. That being said, Centennial <br />United Methodist Church proposes to allow up to 206 parked vehicles and allow fair <br />parking during all shifts. <br />5.0 STAFF FINDINGS: <br />5.1 The proposed interim use (two weeks per year) of the property for temporary off- street <br />parking of vehicles and bus transportation to the Fair grounds will have a minimal <br />impact on each site's parking and traffic in the area. Most activity will tape place during <br />off-peak hours. <br />5.2 The proposed interim use of the property for temporary off - street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an impact on parks, streets and other <br />public facilities. Each site is required to have temporary bathroom facilities and there is <br />no need for use of public or private utilities. Bus pick -up for Centennial United <br />Methodist will be internal to the premises, with buses entering the site and pier -up <br />generally by the teat. <br />5.3 The proposed interim use of temporary off-street vehicle parking and bus transportation <br />to the Fair Grounds on the property is an appropriate use of the site and is a compatible <br />use with contiguous properties. Traffic volumes in the area will increase slightly during <br />the two -weer period, but measures will be taken to use only collector streets, not local <br />residential streets, <br />5.4 The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair grounds will not have an adverse impact on the market <br />value of contiguous properties. <br />5.5 The proposed intents use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an adverse impact on the general <br />public health, safety and welfare. <br />5.6 The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds is consistent with the City of Roseville } s interim <br />use standards. <br />PF3473 a RCA 06/02103 Page 3 of 5 <br />
