has worked with property owners to minimize /limit impacts, the Bentfields can do <br />little without an approved deviation (variance) from the City Code. The <br />Community Development Staff has determined that the plight of the <br />landowner is due to circumstances unique to the property not created by the <br />landowner (structure placement prior to code, drainage, and topographic <br />issues). <br />C. The variance, if granted, will not alter the essential character of the locality. <br />The improvements proposed are consistent with other hones and parcels from the <br />same era. Further, though the proposed garage is substantially larger than the <br />existing attached single stall structure, the structure's design will be compatible <br />with the roof lines of adjacent structures to minimize massing impacts. The <br />Community Development Staff has determined that this variance, if granted, <br />will not alter the essential character of the locality, nor adversely affect the <br />public health, safety, or general welfare, of the city or adjacent properties. <br />6.0 STAFF COMMENDATION: <br />6.1 Based on the information provided and the findings in Section 5 of this projcct report, <br />staff recommends approval of a 8 square Foot VARIANCE to Section 1004.01 A3, a 1,083 <br />square foot VARIANCE to Section 1004.01A6, and a 2 foot VARJA CE to Section <br />1004.0D5 of the Roseville City Code for John Bentfield to allow construction of a <br />detached accessory building and additional driveway pavement at 1321 Ryan Avenue, <br />subject to the following conditions <br />A. The parcel being limited to 3487.5 square feet of impervious coverage. <br />The detached accessory building being limited to a size of 728 square feet. <br />C. The detached accessory structure being setback a minimum of 5 feet from the <br />north (rear yard) property line and the detached accessory and driveway being <br />limited to a minimum setback of three feet from the cast property line. <br />The existing attached garage and 39 foot by 7 foot front driveway being removed <br />prior to the issuance of a building permit. <br />Gutters being installed on the detached accessory structure to properly direct rain <br />water and snow melt away from adjacent residential parcels. <br />K The review and approval of a building permit consistent with the approved plans <br />and variance.
