Plan .ning File 3'Request her ,lames l ueffer, 896 Parker Avenue, for Y <br />3 VARIANCE to Section 1004.02 to allow a detached garage building closer to the <br />4 front property line than the principle building and construction of shared <br />5 driveway along the side property line. <br />6 <br />7 Acting Chair Mulder opened the hearing and requested City Planner Thomas Paschke <br />8 provide a summary of the project report dated May 7, 2003. <br />9 <br />Mr. Paschke explained that ,lames Iueffer is requesting a 69 foot variance to Section <br />1004.01A7 (front yard setback adjacent a public street) and 5 ecti on703.04B (distance <br />12 between driveways) to allow construction of a 576 square foot (24'x2 fl detached <br />13 garage at 896 Parker Avenue and retain a portion of an existing shared driveway. <br />14 <br />15 Based on the information provided and the findings listed in the project report dated May <br />16 72 2003, staff recommends approval of a 69 foot variance to Section 1004.01 A7 and <br />17 allow a joint 7 5 -foot long driveway to remain Section 703.04B2 of the Roseville City <br />18 Code for Jaynes I ueffer to allow construction of a detached accessory building at 896 <br />19 Parker Avenue, subject to the following conditions: <br />20 <br />21 a. The applicant using the lot's survey and property pins and based on that, <br />22 supplying a scaled site plan with dimensions for structures and driveway for <br />3 building permit application, thus allowing the Community Development <br />4 Department to verify the setbacks, driveway locations as per the variance request, <br />5 and size of new structures. <br />26 b. The detached accessory structure being setback a minimum of 10 feet from the <br />7 west (side yard) property line and 69 feet from the Parker Avenue property line. <br />28 c. The joint existing driveway, varying from o feet to 2 feet setback from the east <br />29 property line, is allowed to remain to a point 75 feet south of the front property <br />30 line along Parker Avenue. As part of the building permit application, Mr. I uef'fer <br />31 roust provide and show a County Recorder's recorded copy of a perpetual access <br />32 easement in favor of the adjoining property owner to the east for access use the <br />3 joint driveway. <br />34 d. The existing garage and driveway being removed within one year of the approval <br />35 date of the variance. The slope and drainage must be redesigned and rc- <br />36 landscaped to reduce and/or retain surface run -off and roof drainage on the <br />37 Ktieffer lot by creating on site infiltration areas. <br />38 e: A landscape plan being provided that illustrates how new plantings will visually <br />39 soften and partially screen the proposed garage from the Parker Avenue frontage. <br />40 f. The review and approval of a building permit being consistent with the approved <br />41 plans and variance. The new building to match the existing building in color <br />42 and/or materials. <br />43 <br />44 Member Traynor asked if the existing garage and drive will be removed. ,Tire i ueffer, <br />45 996 Parker, said the garage roust come down because the drive and garage are on the <br />46 property to the east. <br />
