421 Crescent Dane <br />Roseville MN 5 113 <br />April 6, 2003 <br />RE: Review of Proposed Detached Garage April <br />Thomas Paschke <br />CO a#y Development Dept <br />660 Civic Center Dr <br />Roseville, MN 5 113 <br />Dear Thomas paschke: <br />Thank you for reviewing our site improvement plan for our home at 421 Crescent mane, <br />and for making a recommendation to amend the proposal. we are submitting a second <br />proposal considering your recommendation. <br />We take this opportunity to address five issues associated with our proposal: hardship <br />created by the existing gee and driveway, impervious coverage, reasonable enjoyment <br />of the property, the precedence of similar variances, and the impact on the adjacent <br />property at 2073 Irene Street. We are confident that you will find the information <br />compelling, and our new proposal a reasonable compromise. <br />Hardship created by the a daing garage and driveway <br />The existing 195 9 era garage (22 "x 14') is situated at the base of a drainage <br />channel that spills ran-off for 2073, 2081 and 2099 Irene Street. Spring thaw and <br />heavy rains flood the floating slab. The Slab and the wood fi`ame structure are <br />deteriorated and unsafe_ The structure must be removed. <br />The Ming driveway is only 13 feet wide, and narrows to 9 feet in the front yard. <br />It is dil cult to Maneuver this length of drive in such a narrow space. The location <br />of the existing driveway does not allow sufficient space to conform to city code <br />for a -foot nfi imurn driveway width. <br />The location of the existing garage and driveway make a future kitchen/family <br />room addition cost prohibitive because they are adjacent to the wdsting kitchen <br />both to the North and to the West. <br />A new location must be found to build a replacement garage, and conforming <br />driveway. <br />Locating the garage more than 8 feet into the back yard will inure with <br />window wells and an odsting air conditioning unit. <br />Impervious coverage <br />Together the e3dWng garage and driveway are appro3dmaely 1463 square feet of <br />impervious coverage. <br />Staff recommended plan has 1 708 square feet of impervious coverage, with 21- <br />foot encroachment into the back yard, and would require the relocation of our air <br />conditioning unit and interfere with our window wells. <br />
