flood lights removed. <br />The parking lot should be milled and overlaid and the travel lane up- graded to <br />meet the anticipated higher traffic volumes. <br />Gurus have been torn up by use and snow plows and should be repaired or <br />replaced. <br />All trash recycling cans (90 gallon or less) must be kept indoors as per Section <br />10 10. 11 of the City Code. Placement of cans outdoors for pick -ups must occur <br />behind a screen fence. <br />5.5 In addition to the improvements necessary at the Starbucks site, there are specific areas of <br />Faiardale Shoppes that require property owner attention. Specifically, the property owner <br />must work with City Staff of screening the large and numerous trash durnpsters located <br />along Fairview Avenue adjacent to pier 1 and along west Perimeter Drive north of <br />Starbucks to meet the requirements of Section 101 0.11 and on up- grading the parking lot, <br />which is in dire need of improvement., <br />5.6 The exterior of the building will not change except for the cast wall, where the window <br />will be installed. The stucco material on the east wall will be cut into for the <br />window /serving area. Building signage is not proposed to change except for a menu hoard <br />placed at the southwest side of the building. <br />6.0 STAFF COMMENTS/FINDINGS: <br />6.1 Section 1005.03B6 of ` the City Code of the B- I -B District (recently amended) identifies <br />Class II restaurants as Fast Food Convenience and any that desire a drive -thru window are <br />required to receive a conditional use permit. <br />6.2 Chapter 101 o outlines design standards regulations for commercial and industrial <br />development within the community. These standards are applied to new construction as <br />well as enlargements or alterations of existing buildings and/or uses. <br />6.3 Section 1013.01 outlines the process and standards for issuance of a conditional use <br />. <br />permit. <br />6.4 In reviewing this request, staff has made the following findings: <br />1. The development of the site as proposed will have a minimal impact on traffic in <br />the area, as the use of the property will not be changing, <br />2. The proposed renovation of the property as proposed will not have an impact on <br />parks, streets and other public facilities. <br />3. The redevelopment of the property as proposed will be compatible with <br />contiguous properties.
