installed, lighting will be repaired, a screening fence will be installed along the <br />north east building line for trash collection and recycling facilities which will be <br />attached to the building and fully enclosed, and paving and curbing will be <br />repaired. <br />4. The redevelopment of the property as proposed will not have an adverse impact <br />on the market value of contiguous properties. <br />5. The redevelopment of the property as proposed will not have an adverse impact <br />on the general public health, safety and welfare. <br />6. The redevelopment of the property as proposed is consistent with the City of <br />Roseville's Comprehensive Plan and Tit] e 10 of the City Code (Zoning), <br />I <br />ncluding the City's design standards. <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the findings outlined in Section 6 of this report, staff recommends approval of <br />the request for a conditional use permit to allow the construction and operation of a new <br />drive - through facility at Starbuck's 2305 Fairview Avenue North, subject to the following <br />conditions <br />A. Submittal of a revised site, lighting, and landscape plan including the three curbed <br />islands similar to the plan designed by Staff (05/07/03); the design of angle <br />parking in the south parking lot; parking and building lighting meeting Section <br />10 10. 1 of the City Code; additional plantings along the west and south property <br />line, including trees consistent with the City's Street Free Master Plan. <br />B. Minor variations from the approved plans may be approved by the City's <br />Development review Committee, under the direction of the Community <br />Development Director; however, any substantial departures from the approved <br />plans will require an amendment to the conditional use permit. <br />C11 All signage, including the menu board, for the project must comply with the <br />requirements of Section 1009 of the City Code, including the size and location of <br />wall sigris, monument sign, and directional signs. <br />D. The curb along the front of the propel shall be repaired and/or replaced. Paving <br />must be repaired by mill and overlay or other technique approved by the Public <br />Works Director, especially the drive -thru lane which must be upgraded to <br />withstand higher traffic volumes and increased vehicle Freight. Pedestrian access from <br />and through the parldng lot must be clearly marked at the entry point by painting the <br />pavement surface and caution signage near the front door of the building. The drive Jane <br />into and through the site must be a one way drive. Parking stalls on the south side of the <br />garbing lot must be angled and curb and/or striped island be placed where appropriate to <br />properly direct/prohibit traffic. <br />PF3467 - RCA 06/02/03 - Page 4 of 5 <br />
