E* 'Prior to a building penmit being issued for redevelopment of the site, the applicant stall <br />post a landscape bond, letter of credit, or other security acceptable to the City, in an <br />amount equal to 150% of the cost of landscaping, trash enclosures, and site paring and <br />curbing restoration. The specific amount of this security shall be determined by the <br />Community Development Director following completion of all site construction plans. <br />F. The applicant shall record the approved conditional use permit with the Ramsey County <br />Recorder prior to the issuance of any building permit or within suety days of approval, <br />whichever is less (Section 10 13.0 1 -City Code). <br />G, The conditional use permit shall expire within six months of the date of City Council <br />approval if a building permit is not obtained for the approved development (Section <br />1013.03 of the City Code). <br />8.0 PLANNING COMMISSION ACTION: <br />8.1 On May 7, 2003, the Roseville planning Commission held the public hearing regarding the request <br />by Starbucks Corporation. At the hearing no citizens addressed the Commission; however, the <br />applicant and the Commission asked questions of the City Planner. Specifically, there was an <br />interest by both the Commission and the applicant to review parlcirng lot striping and one way drive <br />lane options, including curb and/or striped islands. The City Planner indicated that the <br />Community Development Staff, as a condition of approval, could work with the applicant on an <br />appropriate design that meets proper design and vehicle movement within the site. <br />8.2 On May 7, 2003, the Planning Cornrnission voted (5 -0) to reconYnnend approval of the request for <br />a conditional use permit allowing a service window and drive -tiuu lane at the Starbucks facility at <br />Fairdale Shoppes, based on the findings of Section fi and conditions of Section 7 (including the <br />added condition that the drive lane within the site be one way) of the project report dated May 7, <br />2003. <br />9.0 SUGGESTED CITY COUNCIL ACTION: <br />: <br />9.1 Adopt a resolution approving a CONDITIONAL USE PERMIT alloviing the installation <br />and operation of a new drive-thru window for tarbuck's at 2305 Fairview Avenue forth, <br />based on the comments and findings outlined in Section 6 and conditions outlined in Section <br />7 of the project report dated June 2, 2003' <br />Prepared by: Thomas Paschke (651 - 490 - 2236 ); Dennis Welsch (651 -490 -2232) <br />Attachments: location rnap; n.atificatien snap; site plan} grading & drainage plan} photograph showing existing <br />conditions; plan.
