E* 'Prior to a building penmit being issued for redevelopment of the site, the applicant stall post a landscape bond, letter of credit, or other security acceptable to the City, in an amount equal to 150% of the cost of landscaping, trash enclosures, and site paring and curbing restoration. The specific amount of this security shall be determined by the Community Development Director following completion of all site construction plans. F. The applicant shall record the approved conditional use permit with the Ramsey County Recorder prior to the issuance of any building permit or within suety days of approval, whichever is less (Section 10 13.0 1 -City Code). G, The conditional use permit shall expire within six months of the date of City Council approval if a building permit is not obtained for the approved development (Section 1013.03 of the City Code). 8.0 PLANNING COMMISSION ACTION: 8.1 On May 7, 2003, the Roseville planning Commission held the public hearing regarding the request by Starbucks Corporation. At the hearing no citizens addressed the Commission; however, the applicant and the Commission asked questions of the City Planner. Specifically, there was an interest by both the Commission and the applicant to review parlcirng lot striping and one way drive lane options, including curb and/or striped islands. The City Planner indicated that the Community Development Staff, as a condition of approval, could work with the applicant on an appropriate design that meets proper design and vehicle movement within the site. 8.2 On May 7, 2003, the Planning Cornrnission voted (5 -0) to reconYnnend approval of the request for a conditional use permit allowing a service window and drive -tiuu lane at the Starbucks facility at Fairdale Shoppes, based on the findings of Section fi and conditions of Section 7 (including the added condition that the drive lane within the site be one way) of the project report dated May 7, 2003. 9.0 SUGGESTED CITY COUNCIL ACTION: : 9.1 Adopt a resolution approving a CONDITIONAL USE PERMIT alloviing the installation and operation of a new drive-thru window for tarbuck's at 2305 Fairview Avenue forth, based on the comments and findings outlined in Section 6 and conditions outlined in Section 7 of the project report dated June 2, 2003' Prepared by: Thomas Paschke (651 - 490 - 2236 ); Dennis Welsch (651 -490 -2232) Attachments: location rnap; n.atificatien snap; site plan} grading & drainage plan} photograph showing existing conditions; plan.
