The applicant shall record the approved conditional use permit with the Ramsey <br />County Recorder prior to the issuance of any building permit or within sixty days <br />of approval, whichever is less (Section 1013.01 -City Code). <br />g. The conditional use permit shall expire within six months of the date of City <br />Council approval if a building permit is not obtained for the approved <br />development (Section 1 o 13.03 of the City Code). <br />Vice Chair Mulder asked for details of vehicle stacking areas and asked if all parking <br />should be counter - clockwise, one -moray traffic with angled parking. <br />Member peper suggested a one -war as per 1 Ic Donaldsa Arbors, etc. Thomas P aschke <br />explained his review of traffic concerns. <br />Torn Banks, Chicago Starbucks, proposed all one -war traffic in a counter - clockwise <br />manner with stop signs and islands. <br />Member )leper asked if ' there is a difference between staff and Mr. Bank's proposal. Staff <br />can refine the design with Starbucks. Islands are to be curbed, low landscaped. <br />There were no further comments; the public hearing was closed. <br />Member peper explained that two -way traffic on the merest side is his preference. <br />Vice Chair Mulder closed the hearing. <br />Motion: Member Peper moved, seconded by Member Mulder, to recommend approval <br />of the request for a conditional use permit to allow the. installation and operation of a new <br />drive -thru window for tarbuck} s at 2305 Fairview Avenue Forth, based on the <br />comments and findings outlined in Section 5 and 6, and the conditions outlined in Section <br />7 of the project report dated 05/07/03. <br />Motion: Member Wakeman moved} seconded by Member Mulder, to incorporate one - <br />way parking all around the building. <br />Ares: 4 <br />Nays: I <br />Motion cam'ed. <br />Vote on original Motion as amended: <br />Ayes: 5 <br />Nags: o <br />Motion carried. <br />
