City of Roseville - City Council Minutes for October 21, 2002 <br />Phase I within 24 — 36 months of initiation; with project start <br />anticipated by the spring of 2004. <br />Mr. Cullen stated his firm's intent tonight was to seek Council <br />direction on whether the project merited their continued pursuit <br />beyond the preliminary concept plans. If the Council was <br />receptive, Roseville Properties would develop an assessment <br />of costs to determine ghat specific dollar amounts they would <br />be requesting from the City. <br />Further discussion referenced past projects similar to the Twin <br />Lake Redevelopment, including Centennial Lakes in Edina; <br />and Arbor Grove in Maple Grove. <br />Councilrnember Maschka stated that, while the concept may <br />be well worth pursuing, the City would need to go to the State <br />Legislature for expansion of the TIF District; and the City <br />Council needed to determine their commitment now, or advise <br />the developer prior to further time and expense incurred. <br />Councilmember Schroeder stated that he was very impressed <br />with preliminary concept plans, and was intrigued by the <br />commercial /retail potential. Councilmernber Schroeder stated <br />that, as far as the TIF District, this was the right use of TIF <br />monies; and that the City needed a catalyst to initiate the <br />redevelopment, and this appeared to be a good place to start. <br />ouncilmernber Dough stated that, with the newly - established <br />Housing & Redevelopment Authority (HRA), the housing <br />component could be referred to them to coordinate staff and <br />the developer. <br />Mayor Kysylyczyn concurred with Councilmember lough, and <br />directed Community Development staff to determine the role <br />the HRA should play in the process. <br />ouncilmembers Lough, Maschka, Klausing, Schroeder and <br />Mayor Kysylyczyn expressed support for the project. <br />Community Development Director Welsch summarized the <br />next steps for the project's development. Mr. Welsch advised <br />that staff would not initiate any of the processes without <br />specific Council policy direction; and sought Council <br />authorization on how to proceed. The specific authorization <br />requests of staff at this time were for authorization to: <br />Encourage Roseville Properties to make a formal tax <br />increment application and deposit; <br />Direct staff to hire a City financial Consultant; <br />o Direct staff to work with Roseville Properties on various <br />land use, design principles, infrastructure needs, and <br />traffic analysis components; and <br />Direct staff to prepare a development time table <br />Maschka moved, Kysylyczyn seconded, authorizing staff to <br />pursue the direction and scope of efforts in this redevelopment <br />proposal as follows: <br />Page 3 of 24 <br />http: /lwww.cityofroseviIle.com/ council /mectings /minutes /2002/ nO 1 O 1 _him 05129/2003 <br />
