City of Roseville - City Council Minutes for October 21, 2002 Phase I within 24 — 36 months of initiation; with project start anticipated by the spring of 2004. Mr. Cullen stated his firm's intent tonight was to seek Council direction on whether the project merited their continued pursuit beyond the preliminary concept plans. If the Council was receptive, Roseville Properties would develop an assessment of costs to determine ghat specific dollar amounts they would be requesting from the City. Further discussion referenced past projects similar to the Twin Lake Redevelopment, including Centennial Lakes in Edina; and Arbor Grove in Maple Grove. Councilrnember Maschka stated that, while the concept may be well worth pursuing, the City would need to go to the State Legislature for expansion of the TIF District; and the City Council needed to determine their commitment now, or advise the developer prior to further time and expense incurred. Councilmember Schroeder stated that he was very impressed with preliminary concept plans, and was intrigued by the commercial /retail potential. Councilmernber Schroeder stated that, as far as the TIF District, this was the right use of TIF monies; and that the City needed a catalyst to initiate the redevelopment, and this appeared to be a good place to start. ouncilmernber Dough stated that, with the newly - established Housing & Redevelopment Authority (HRA), the housing component could be referred to them to coordinate staff and the developer. Mayor Kysylyczyn concurred with Councilmember lough, and directed Community Development staff to determine the role the HRA should play in the process. ouncilmembers Lough, Maschka, Klausing, Schroeder and Mayor Kysylyczyn expressed support for the project. Community Development Director Welsch summarized the next steps for the project's development. Mr. Welsch advised that staff would not initiate any of the processes without specific Council policy direction; and sought Council authorization on how to proceed. The specific authorization requests of staff at this time were for authorization to: Encourage Roseville Properties to make a formal tax increment application and deposit; Direct staff to hire a City financial Consultant; o Direct staff to work with Roseville Properties on various land use, design principles, infrastructure needs, and traffic analysis components; and Direct staff to prepare a development time table Maschka moved, Kysylyczyn seconded, authorizing staff to pursue the direction and scope of efforts in this redevelopment proposal as follows: Page 3 of 24 http: /lwww.cityofroseviIle.com/ council /mectings /minutes /2002/ nO 1 O 1 _him 05129/2003
