I LIM <br />D TE ■ 06/02/03 <br />Department Approval: Manager Reviewed: Agenda Section: <br />ReporWRecommendations <br />Item Description* City Center Building Project Update <br />Background: On April 7, 2002, the Council approved the final design concepts for the City Hall <br />addition and for the Maintenance Building additions and renovations. The Council also <br />authorized the development of plans and specifications for renovating existing City Hall to <br />accommodate Fire Administration, Information Technology and Parks and Recreation <br />Administration. The design team has been working on detailed construction drawings for the <br />letting of the various hid packages. Bid Package # 1 was advertised in early May. Bids were <br />opened on May 21, 2003, for this package, This includes all work relating to re- aligment of <br />Civic Center Drive and reconstruction of the parking lots. It also includes underground utility <br />construction for the project. (See Attachment #1, the Recommendation from McGough <br />Construction for award to the low bidder in each of the three old categories.) Through this <br />memo, staff asks for Council approval of the Bid Package #1 contract awards, as recommended <br />by Mc Gough. <br />For your information, two additional bid packages are currently scheduled for this project. Bid <br />Package #2 will contain building excavation, footings and foundations, cast -in -place and precast <br />concrete, and structural steel. Many of these items have a significant lead time for production. <br />Bid Package #2 is currently being finalized; bids are to be opened June 18. Bid Package #3 will <br />include interior and exterior finishes, mechanical and electrical, roofing, and landscaping. Those <br />bids are scheduled to be opened July 29. Each of the three bid packages requires extensive work <br />by staff, Ankeny Dell, a large team of engineers, and Mc Gough. <br />Attached to this action is an updated proposed schedule (Attachment #) for the project, <br />including the renovations to existing City Mall. <br />We also need some direction on the official groundbreaking ceremony. we would propose July <br />831 2003, at 5:00 p.m. before your regularly - scheduled Council Meeting. If this date or time does <br />not work, we are open to suggestions regarding the date /tine and details regarding the ceremony. <br />Public Workshops: Two public workshops were held on May 15, 2003, and May 22, 2003. <br />Approximately 0 -30 residents were present at each workshop, though some persons attended <br />both sessions and made similar comments at bath sessions. Resident co=ents and concerns <br />included the following. <br />The underground parking is unnecessary or excessive; <br />There are too many jail cells; <br />The jail cells should be on the lower level, not the upper level; <br />
