Regular City Council Minutes — 06/1 6/03 <br />DRAM' Minutes - Page 26 <br />Dr. VerHagen spoke of several homes in his neighborhood <br />that had expanded, and the way in which his property <br />value had increased substantially; opining that the <br />proposed project would enhance the neighboring <br />properties. <br />Mayor Kysylyczyn spoke in favor of the motion, opining <br />that he had been convinced by Councilmember Maschka; <br />that atwo -story home was allowed by code; and Council <br />would ultimately be forced to grant the variance. <br />Roll Call <br />Ayes: Schroeder, Klausing, Maschka and Kysylyczyn. <br />Nays: Kough. <br />A. Consider Northwest Youth and Family Services <br />(NYFS) Funding for 2004 <br />Mayor Kysylyczyn introduced NYFS Executive Director <br />Kay Andrews and her staff and invited them to proceed <br />with their presentation on their request for 2004 funding <br />for the NYFS in accordance with their budget planning <br />and existing contract. <br />Prior to the presentation, Mayor Kysylyczyn conferred <br />with City Attorney Squires regarding the contract renewal <br />date; potential cancellation notice time frame if the City so <br />chooses; and other process issues. <br />Ms. Andrews proceeded with providing a brief history of <br />the organization and their relationship with the City of <br />Roseville and eight (S) other cities in suburban Ramsey <br />County. Ms. Andrews introduced the staff sharing in the <br />presentation, Ms. Rachael Kane, Mental Health Services <br />Manager and Jerry Mottka, Family Community Support <br />Services Manager. <br />Ms.- Andrews clarified that the agreement among cities and <br />the organization was initially done through a Joint Powers <br />Reports and <br />Recommendations <br />Consider <br />Northwest Youth <br />and Family <br />Services Funding <br />for 2004 <br />
