Regular City Council Minutes — 06/16103 <br />DRAFT Minutes - Page 27 <br />Agreement (JPA), but had been revised in 1998 to a <br />contract format; opining her understanding of the <br />stipulations of the contract were that it needed to be <br />renewed by December of 2004, but asked staff to verify <br />that information at their discretion. <br />Ms. Andrews reviewed the history of the organization, <br />their mission, staffing and service demographics, and the <br />services provided through the contract {i.e., mental health <br />counseling, diversion, youth -run business and senior chore <br />services. <br />Ms. Kane provided an overview of the mental health <br />services provided; and Mr. Mottka reviewed the various <br />community development and diversion services, <br />emphasizing intervention to enrichment for high -risk <br />youth. <br />Ms. Andrews reviewed the organization's various revenue <br />sources (in -kind donations; foundations, business and <br />corporate sponsorships; individuals and civic groups; <br />special events and conferences; fees and the "Penny <br />Pinchers" second -hand store proceeds; tenant rent and <br />conference room rental; collaboratives; and government <br />support). Ms. Andrews then reviewed the organization's <br />expenses (i.e., programs, building operation, development <br />and administration). <br />At Mayor Kysylyczyn's request, Councilmember Maschka <br />spoke in support of the organization, of his experience in <br />serving on the organization's board on behalf of the City <br />Council; and expressed his feelings about the agency and <br />their work in the community. Councilmember Maschka <br />encouraged Councilmernbers to support the minimal <br />amount requested by this agency, opining that this would <br />be the wrong time to cut funding, given the current <br />economic situation with foundations under assault and the <br />stake cutting programs. Councilmember Maschka further <br />opined that, while the stage may be having financial <br />difficulties, the City of Roseville was not, and the children <br />served by this program were the City's children, and the <br />services were utilized consistently by the Police <br />
