Regular City Council Minutes — 06!16!03
DRAF17 Minutes - Page 28
Department. Councilmember Maschka expressed his
vehement support of this program, given their philosophy
of operation and providing consequences to divert children
from high -risk situations.
Mayor Kysylyczyn reviewed the 2003 budgeted amount of
$43,797, with a 1% variable escalator built- into contract,
with Councilmember Maschka and Ms. Andrews
clarifying contract criteria.
Councilmember Kough spoke in support of the program,
recognizing their exceptional work; suggesting that, given
budget constraints, the contract request could be frozen at
2003 levels.
Further discussion ensued regarding minor contract
revisions with City Attorney Squires and Ms. Andrews
committing to work together on any revisions at the
Council's direction.
Maschka moved, Kysylyczyn seconded, to maintain
existing the funding process for the Northwest Youth and
Family Services organization for the 2004 year.
Councilmember Klausing expressed concern regarding the
present budget situation with staff requested to present a
no levy increase preliminary budget; and further stated
that he would be voting against the motion at this rime,
due to being requested to deal with this one item in a
vacuum; and his need to put the request in the context of
the entire budget.,
Mayor Kysylyczyn identified with Councilmember
Klausing's comments; opining that he would prefer to cut
Pathway funding to support this program, or trimming and
reducing in other areas, but realized the need for NYFS to
have their 2004 budget determined prior to completion of
the City's budget process in December.
Councilmember Maschka reiterated his support of the
program, opining that it was one of the few programs we
get more out of than put in.
