Community Development Director Dennis Welsch concurred with Mayor Kysylyczyn, advising that the land use map would not be adopted until the land use issues were defined and a more refined proposal. Mr. Welsch reviewed the purpose of the MOU, and its incorporation of who was responsible for which component of the proposed project (i.e., improvements, infrastructure, public assistance, site plan review and plan amendments, who's responsible for what and who pays. and exactly what details are involved). Mayor Kysylyczyn reviewed various components of the MOU; improvements, infrastructure, public assistance, site plan review, and plan amendments. Discussion included the link of the map to the MOU, defined as an initial "cut" by Mr. Welsch; preferences to be included in the site development; impacts to the neighborhood; cash stream potentials for a hospital; traffic issues; ratios and percentages of housing and retail and whether the developer is within the general scope of Council preferences; and the need for an MOU. City A ttorney Squires responded to Council question regarding the features of an MOU; stating it was a non- binding agreement, intended to set out rights and responsibilities for parties to establish a base on how the development process would work, confirnung that the Council would continue to have numerous opportunities during the process to affect project and it's moving forward. Mayor Kysylyczyn recognized audience members for public comment regarding this issue.
