Regular City Council Minutes — 06/1 6/03 <br />DRAF Minutes - Page 31 <br />be in attendance or viewing at home. <br />Mayor Kysylyczyn responded to Mr. Sands' comments <br />regarding the amount of time allowed for public comment. <br />Mr. Sands' second commend was cautioning the Council <br />from entering into the MOU, opining that its language was <br />too vague. Mr. Sands further opined that by entering into <br />the MOU, the City was making a commitment to support <br />this project and the development. Mr. Sands voiced his <br />opposition to this particular project and the City's <br />consideration of using either Tax Increment Financing <br />(TIF) or Eminent Domain, <br />Mayor Kysylyczyn attempted to pinpoint Mr. Sands' <br />interpretation of MOU language as it related to his <br />comments; with Mr. Sands maintaining his stance. <br />Councilmember Klausing concurred with Mr. Sands' <br />comments regarding the length of the Council meeting, <br />and the City's involvement with the MOU. <br />Dr. Richard VerHagen, 176 South Owasso Boulevard <br />Dr. VerHagen requested that the meeting move forward. <br />Ev Senty, 3059 Fairview Avenue <br />Ms. Senty suggested that everyone was getting tired and <br />cranky, and needed to step back. <br />Ms. Senty spoke against the consideration of a retail chain <br />in the project, particularly "big box retail;" and asked that <br />the Council remember that there was a neighborhood in <br />existence, and to take that into consideration when making <br />decisions regarding the project. Ms. Sense also asked for <br />the notification process regarding public meetings on this <br />project. Mx. Welsh reviewed the notification process. <br />Tim Kotecki, 3078 Mount Ridge Road <br />Mr. Kotecki opined that the amount of retail space <br />proposed is too excessive, and that the City doesn't need <br />that much retail space, suggesting a better use for the land; <br />and also speaking to the potential traffic congestion. <br />
