6.0 POLICY (Comprehensive Plan Consistency): <br />6.1 The site currently consists of a school (tiro buildings) and a church and administrative home. <br />The proposal to create one large school and sanctuary structure with supportive services/uses <br />retains the existing uses on the site which is consistent with the Roseville Comprehensive Plan. <br />6.2 Section 3 of the Comprehensive plans states that the City should support a strong school and <br />church system recognizing that certain churches are large regional churches. <br />6.3 The Comprehensive Plan also encourages the upgrade of the residential housing stock, which is <br />expected to occur through increased property values and more families wishing to live near the <br />school. <br />6.4 There are no fiscal implications of this project. <br />7.0 PROJECT IMPACTS: <br />7.1 Traffic in Average Trips per Day (ADT) along the two major streets has been estimated at: <br />a. Rice Street - 17,000 ADT in 2000; 17,000 in ADT 2010; and 23,500 ADT in 2020; <br />b. County }load C -- 9,900 in 2000 ADT; 12,700 ADT in 2010; and 1 6,500 ADT in 2020. <br />Rice Street and County Road C are able to handle the increased traffic potentially generated by <br />the Nor=th Heights at Full development. (Eventually Rice Street will be a County Road, turned <br />back by the State.) However, the most apparent impact of this project will be to understand <br />how to deal with student and church "surge' parking. <br />7.2 The proposed parking upon Phase fY completion will have taken into account the gorse case <br />scenario or fall capacity of the 1,200 seat sanctuary at 1 space for each 3.5 seats and 83 spaces <br />associated with the school on the south for at total of 417 spaces, which exceeds the City Code <br />requirement. Joint parking (arid proof of parking) will be allowed and encouraged due to the <br />different times in which school is in session and when the majority of the church functions <br />occur. <br />7.3 Site lighting could be an issue for the adjacent property owners and neighborhood. The <br />Community Development Department has not reviewed a specific site lighting plan, but has <br />discussed lighting options with the design team. A lighting plan meeting the minimum <br />standard of 0.5 foot candles at the property line will be required for Final Development Plan <br />approval. <br />7.4 The placement of mechanical equipment may increase the overall building height. However, it <br />is not anticipated that overall height will change dramatically from that indicated in the <br />proposal. All ground mounted equipment, perhaps associated with the sanctuary, should be <br />located on the west or north side of the building and be 100% screened from view, Should an <br />emergency generator be contemplated, the plans must indicate the proposed location and the <br />g yg p p p <br />generator must meet all applicable State decibel levels. <br />F3449 — RCA Concept Plan - 060903 Page 6 of 8 <br />
