Planning File 3449: Request by North Heights Lutheran Church, 2701 <br />3 Rice Street, for a GENERAL CONCEPT PLANNED UNIT <br />4 DEVELOPMENT & REZONING to allow the demolition of the <br />5 existing three story school and construction of a new three store K — 12 <br />6 School, 750 seat auditorium, 83 new surface parking spaces and associated <br />7 site improvements in phase 1, and demolition of the one story school, <br />8 sanctuary, and parking lot to allow construction of 1,200 seat sanctuary, <br />9 support spaces, and 334 surface parking spaces <br />to <br />11 Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide <br />12 summary of the project report dated April 2, 2003. <br />13 He explained that North Heights Lutheran Church has applied for a General Concept <br />14 Planned [knit Development and Rezoning for their 11.4 acre church and school campus, <br />15 which includes the three existing buildings (taro school structures and a church) at 2651 <br />16 and 2701 Rice Street. The "Campus Master Plan" proposal would create a new 1,200 <br />17 seat sanctuary and a K -12 school (goo students, 225 could drive), replacing the existing <br />18 400 seat sanctuary and -8 school. Phase 1 would include the demolition of the existing <br />19 three story school and construction of a new three store K — 12 school, 750 seat <br />20 auditorium and/or 400 seat gym, 83 new surface parking spaces and associated site <br />1 improvements. <br />3 Phase 11 (to be built at a later date) would include the demolition of the existing single <br />4 level school and sanctuary and construction of a 1,200 seat sanctuary, supportive <br />5 services, offices, classrooms, 334 surface parking spaces and associated site <br />improvements. <br />7 <br />8 He explained the 'building setbacks and parking alignment. HVAC would be on the roof. <br />9 The first two floors would have 15 classrooms each. The third floor would have 16 <br />30 classrooms. The maximum height would be in the church, at approximately 60 feet. He <br />31 illustrated east and west elevations of the building. Accesses are proposed from County <br />Road C (2), from Woodbridge (2) and from Rice Street (2). <br />3 <br />4 Exterior materials are not available at this time. <br />3 <br />36 Thomas Paschke explained parking and access needs, noting that parking and bus traffic <br />37 management will be needed. lice Street will increase from 1 7,000 to 23,000 ADT by <br />38 2020. No traffic study has been completed at this tinge. Deb doom, Assistant Public <br />39 works Director, noted no change in use, other than more high school students. She <br />40 explained that there are no major traffic impact. <br />41 <br />42 A site lighting plan is not available. A HVA - mechanical plan must be provided.
