A. <br />Department Approval: City= ~Manager p roe _;al Agenda Section: <br />TP/ DPW LAND USE <br />Item Description: bequest by North Heights Lutheran Church for a rEI�WR AL CONCEPT <br />PIANNED UNIT DEVELOPMENT and REZONING creating a phased <br />master plan for the expanded church and school campus alloxving the <br />redevelopment of the existing site at 2651 & 2701 Rice Street F3449). <br />1.1 forth Heights Lutheran Church seeks approval of a General Concept Planned Unit <br />Development and Rezoning on their 11.4 acre church and school campus, which includes the <br />three existing buildings (two school structures and a church) at 2651 and 2701 Rice Street. The <br />"Campus Master Plan" proposal would create a new 1 ,200 seat sanctuary and a -12 school, <br />replacing the existing 400 seat sanctuary and K-8 school. phase I would include the replacing <br />of the existing K — 8 school with a new three story T12 school, 750 seat auditorium and/or <br />400 seat gym, 83 new surface parking spaces and associated site improvements. Phase 11 <br />would include the demolition of the existing single revel school and sanctuary and construction <br />of a new 1 ,200 seat sanctuary, supportive services, offices, classrooms, 334 surface parking <br />spaces and associated site improvements. <br />PROJECT REVIEW HISTORY <br />Sketch Flan reviewed by Planning Commission on December 4, 2002,.. <br />Application submitted on March 7, 2003 <br />Application determined complete on March 10, 2003 <br />60-day review deadline on May 9, 2003 <br />Staff Review: Approval with conditions — April 2, 2003. <br />Planning Commission Action: recommendation to approve (5 -2) w /conditions - April 2, 2003. <br />Applicant requested continuance to ,tune 9, 2003 <br />City Council Action: Consideration of the General Concept Plan ---- June 9, 2003. <br />2.0 SUMMARY of RE COMMENDATION: <br />2.1 The General Concept plan and rezoning to Planned unit Development with an underlying <br />zoning of R -1 s Single Family Residential District is consistent with the Comprehensive Flan <br />and should be approved. <br />3.0 SUGGESTED ACTION: <br />3.1 By motion, approve of the request by forth Heights Lutheran Church for General Concept Flan <br />and Rezoning to Planned Unit Development with an underlying zoning of R -I Single Family <br />Residence District with conditions (see Section 9 for more detail).
