Regular City Council Minutes — 6!02/03 <br />D AF'r Minutes - Page 4 <br />Avenue with fences in their back yards abutting <br />County Road C; recommended that, in conjunction <br />with this project and city -wide beautification <br />efforts, uniform landscaping along those homes, <br />whether a fence or bushes, be installed. <br />Mayor Kysylyczyn overall supported one of the first two <br />options; supporting afour -lane roadway with shoulder, <br />excepting the second bituminous pathway, with the <br />shoulder allowing for emergency vehicle maneuvering if <br />a boulevard stxeetscape were used. <br />Councilmember Maschka concurred with Mayor <br />Kysylyczyn's comments; and asked for clarification of <br />the construction schedule for Phase 1. Mr. Soler advised <br />that the actual reconstruction implementation of the <br />project on the west side of Snelling had been deferred for <br />one year; with utility and off - roadway work being <br />initiated this year, with the bituminous work scheduled <br />for 2004. Mr. Soler opined that the first option would <br />appear to be the most functional for the Phase YT roadway <br />reconstruction. <br />Further discussion included consolidation of driveways <br />along the commercial portion between Pascal and <br />Hamline Avenue fora single access point and the <br />advantages and disadvantages; and the life expectancy of <br />the reconstruction rebated to short-term needs and long- <br />term anticipated growth needs. <br />Councilmember Schroeder reviewed the advantages of <br />the three lane and five lane sections and expressed <br />concern regarding the larger footprint required for the five <br />lanes; and expressed support for the continuity of the <br />pathway for public safety considerations. <br />Further discussion included current and future pathway <br />locations and their width. <br />Councilmember Klausing expressed preference for the <br />three lane plan, but realized he was in the minority; and <br />
