With ABRA, the fact that no business is conducted outside the building makes this a very <br />attractive use. The new building design for ABRA is commercial/office in character and <br />will make an attractive addition to the neighborhood. <br />The use is consistent with the Roseville pilaster Plan which proposes business use for this <br />site. The ABRA/Gem Investment proposal fits with a stated intent to provide uses in this <br />area that are commercial in nature while keeping traffic loads manageable. <br />The site design will improve infiltration practices as well as retention of storm water <br />drainage in accordance with all city codes and Rice Creek watershed District. <br />ABRA will employ 20 - 25 people. 5% of the staff' are full time employees. Sala.ies <br />range from $20,000 to $80,000 per year and 504 earn more than S50,000 per year. This <br />project meets the community's desire to attract good jobs. Gera Investments will retain 5 <br />jobs. <br />The buildings' architecture and site improvements are consistent with the City }s Design <br />Standards. The building massing, use of high quality materials such as burnished block, <br />and extensive glass, colors and site orientation all address the recommendations of the <br />Standards and enhance the neighborhood and surrounding designs. The site will <br />accommodate the existing multi use trail and the improvements proposed for it so ample <br />accommodation of pedestrian, bicycle and vehicle traffic has been planned_ <br />The landscaping plan uses plant materials that are native to the area and fully hardy. <br />View Trawling and screening of less desirable aspects of the site development have been <br />used in the preparation of the landscaping design. Through the use of a high level of <br />quality plant materials and attractive, ample screening of auto and trash storage, adequate <br />landscaping and visual control will be achieved. The landscaping improvements will be <br />matched and complemented by both buildings' proposed landscaping plan. <br />This proposal will not create an aver - intensive use of the land. The site is of ample size <br />to accommodate the buildings and necessary parking, together with a substantial amount <br />of open space. There is snow storage space for the winter months. <br />The project will have a positive impact on the city's redevelopment efforts. In addition to <br />presenting a fresh new image for the site, the ABRA facility will yield some $4,000,000 <br />in annual retail sales and will generate additional real estate tax dollars. The <br />community's share of taxes generated from this project will be available to the City of <br />Roseville to support a variety of community improvements., <br />The community utility, transportation, police and fire protection, parks and adcommunity inistrative <br />services are adequate at currently mailable levels to support ' this use. Traffic levels <br />generated by an auto body repair facility are very low, especially as compared to otlr <br />con nercial uses that could choose to locate on this site.
