D. <br />Department Approval: Manager Reviewed: Agenda Section: <br />Consent <br />Item Description: Resolutions authorizing use of City property for the construction and use of <br />County Road C Reconstruction: Phase I <br />Background: The City of Roseville is the owner or responsible party for property along the County <br />Road C corridor. These properties are currently being used for sidewalk, street, stornm sewer <br />retention, and utilities. The locations of these areas are shown on the attached drawing, what follows <br />is a brief description: <br />• Throughout this corridor} almost all of the street widening will be to the north. There is an <br />existing storm culvert connecting the aforementioned pond to County Ditch Igo. 4 on the north <br />side of the road. The City is responsible for this culvert and ditch. This culvert will be extended <br />as a result of the road widening and storm water will be conveyed by the Glitch. <br />• Storm pored in the southeast quadrant of Counter Road C and Fairview. This pond already <br />receives storm water- from both City and Count} Roads, as well as Rosedale Shopping Center. <br />This area will be regraded to meet water quality treatment standards for the runoff from public <br />streets. Also, Fairview will be widened to accommodate a right turn lane, this will push the <br />sidewalk off the right- of- way and onto this parcel. <br />• Pavillion Place pond in the southeast quadrant of County load C and Snelling Avenue. This <br />pond already receives storm water from City, State and County Loads. The area will be <br />expanded to meet water quality treatment standards for the runoff from public streets. <br />Federal right -of -way standards require that all land being used for the street/ sidewalk construction <br />and associated storm sewer retention and utilities be secured by easement or resolution.
