MN 5 5 1 3 <br />Dear Carolyn: <br />As I understand ` , the Fehnrary 27 meeting will be a one -time, 90 ii -mute, gathering of <br />approximately 100 citizens who will discuss the pros and cons of Roseville primary elections. <br />This is not a "task force" as generally understood. In my view a properly constituted citizen task <br />force is one that is givell a clear charge to study an issue, the ability to frilly discuss options and <br />arrive at a reasoned conclusion which is of value to the council and to the community as a whole. <br />This loosely organized assembly seems like yet another of 1 ysylyczyn's half-baked schemes <br />which confOLInds, rather- than refines, an issue. Calling it a "task force" is misleading. <br />1 believe pr-iniar-y elections have served Roseville citizens well. In most cases the better qualified <br />caridicleates prevail at a primary. Candidates who do not make it past the primary election can cut <br />their losses and give their- sLipport to a winner. Citizens can then focus on a smaller nunaber of <br />liopefuls and make better informed voting decisions in November. Perhaps the most important <br />reason for having a primary is that the winner of the general election will, in most cases, have <br />won a majority of the ballots cast. My view is that the hene fi is of conducting primary elections <br />outweigh their cost. By both nature and design, representative democracy is inefficient.
