Ryan Ave <br />Roseville MN 55113 <br />2/22/03 <br />Carolyn Curti <br />City Hall <br />2660 Civic Center Drive <br />Roseville, MN 5 5 i 1 3 <br />As an accepted member of the primary elections task force unable to <br />attend what now appears to be its only meeting, since I will be working <br />that evening, I gather that I can send comments to you by mail, hence this <br />letter. <br />It is apparent to me that our mayor wants to eliminate a primary election <br />to enhance the possibility that he might again get elected on a plurality <br />vote in a general election although he might be defeated by a majority <br />vote. If he eliminates the primary, there may be enough candidates at the <br />general election that he might win by a simple plurality. If Roseville had <br />a primary, even if he wort it he might lose when faced with only a single <br />opponent in the general election. This is all a strategy of our preset <br />mayor to win reelection, and has nothing to do with the general merit or <br />demerit of primaries. <br />If we eliminate the primary we should have an instant run ofd general <br />election to ensure that whoever become our next mayor has the support of <br />a majority of Roseviliians who vote. Candidates who do not have support <br />of a majority of voters should not become mayors. <br />Harlan M. Smith <br />
