REQUEST FOR CITY COUNCIL ACTION <br />T, ATE: o3 f 31 /03 <br />ITEM : VIL Ah <br />Department Approval: Agenda Section: <br />TP /DPW LAND USE <br />I tern Description: A request by United Properties for a GENER&L CONCEPT PLANNED UNIT <br />DEVELOPMENT, REZONING and PRELIMINARY PLAT to allow the <br />redevelopment of the fornmer Ralph Feeder School site (PF3457 & PF3 3) <br />1.0 BACKGROUND: <br />1,1 United Properties (developer) has proposed a 13.7 acre mixed residential General Concept Planned Unit <br />Development to redevelop the forrner Ralph Reeder school site. The proposal named "Applewood <br />Pointe" would include the extension of Arona Street and Terrace Drive, a 2+ acre neighborhood park and <br />pond overlook, 5 single family homes, 2 Habitat for Humanity homes, 18 town homes designed as 3 <br />separate "row house" styled structures, a 3 and 4 story, 90 unit senior cooperative, and a second phase of <br />either 18 town homes or a 3 story, 36 unit condominium. The existing one large parcel property would <br />be subdivided accordingly and be rezoned from its current designation of R -1, Single Family Residence <br />to Planned Unit Development with an underlying zoning of R -1, Single Family Residence, R +3, General <br />Residence District, and R- 6, Townhouse District. <br />PROJECT REVIEW HISTORY <br />Initial Concept Plan premised of RFP process — June 13, 2002. <br />Neighborhood Meeting regarding park land improvement — February 6, 2003. <br />• Application subrrutted on February 7, 2003. <br />• Application determined complete on February 19, 2003. <br />60-day review deadline on April 20, 2003 <br />• Staff Review: Approval with conditions — March 5, 2003. <br />• Planning Con nission: Hearing & Recommendation (6 -0) — March 5, 2003. <br />• City Council Action: Approval of Concept/Preliminary Plat — March 31, 2003. <br />2.0 SUMMARY of RECOMMENDATION: <br />2.1 The Preliminary Plat, General Concept, and rezoning to Planned Unit Development with an underlying <br />zoning of R-1, Single Family Residence, R -3, General Residence District, and R- 6, Townhouse District, <br />is consistent with the Comprehensive Plan and Arona Neighborhood Plan and should be approved, with <br />conditions. <br />3,0 SUGGESTED ACTION: <br />3.1 ,Approve the request by United Properties and staff for: <br />a. Preliminary Plat creating lots for the cooperative, single family homes, and town homes <br />b. General Concept Plan (planned unit development) <br />c. rezoning to Planned Unit Development with an underlying zoning of R -1, Single Family Residence, <br />R -3, General Residence District, and R- 6, Townhouse District, with conditions (see Section l l for <br />more detail). Zoning change effective only after all approvals and land sale have been cornple&d. <br />d.
