4,0 SITE E HISTORY. <br />4.1 The 13.7 acre Ralph Reeder Elementary School was constructed between 1961 and 1963 and <br />was used as a school until the Bounds view School District closed the school in the raid <br />1980's. The school structure and property was sold to NCR Comten, which used the property <br />as a training facility until 1 990. The parcel is located within Tax Increment District #12. <br />4.2 In 1990, the City of Roseville acquired the property from NRC Comten and used the former <br />school structure for an activity center and the park and recreation offices. In 1499 the City <br />Council directed staff to develop a master plan for the Aroma- Hamline Neighborhood. In 2000 <br />the park and recreation offices were relocated to the Fairview Community Center and the <br />school structure was razed. <br />4.3 In 2002, with the Aron a- Harnline Master Plan completed, the City Council completed an RF> <br />process for the Ralph Feeder school site redevelopment. United Properties was selected from <br />10 proposals received. <br />4.4 Roseville has a high demand for senior housing as noted in its Senior Market Feasibility Studer <br />conducted in 1998. According to the study, Rosevitle's current senior housing is fully <br />occupied but only 25 percent of those occupants are previous Roseville residents. The other 75 <br />percent of the occupants cone from the St. Paul area and northern suburbs. Roseville is <br />attractive for seniors due to its safety, accessibility to services, and the convenience provided <br />by the Roseville Circulator from senior housing to those services. Roseville and the 3 5 w <br />Corridor Coalition Communities have seen a tremendous increase in senior population from <br />1 990 -1 999. Over 50% of the head of households in Roseville are now over age 55. According <br />to the 1998 senior study and supported by the most recent growth in senior population, there is <br />a demand for at least 800 additional senior housing units. <br />4.5 The Arena — Hamline neighborhood has over 500 multifamily units. The proposed project will <br />provide the basis for future redevelopment and a system of connections between existing an <br />new housing, essential services and employment through transit linkages and public pathways. <br />This proposal is consistent with the surrounding uses and the objectives of the approved Arona- <br />Hamline Neighborhood Master Flan to provide a mix of different housing choices. The master <br />plan was approved as part of the Comprehensive Flan in 2002. <br />5.0 PROJECT SPECIFICS; <br />5.1 The project area consists of approximately 13.7 acres, of which roughly 2.4 acres is <br />unevelopable due to the existing and future pond improvements. The adjacent land uses <br />include single family homes and Centennial United Methodist Church to the north} Coventry <br />(town home) Senior Apartments, Thrivent Financial for Lutherans, restaurants, and other <br />financial institutions to the west and southwest; Centennial Garden Apartments and Terrace <br />Park Apartments to the east, with single family homes to the southeast; and Roseville <br />Corporate Center to the south. <br />PF3457 — RCA Arana Cnncepi Flan - 033103 Page 2 of 1 l <br />
