Mr. meal Beets, City Manager <br />City of Roseville -3 <br />December 30, 2002 <br />Some issues we would like for you to keep in mind in taking a reprised look at our two <br />offers include the following: <br />1) Representation on the Board is included in the acquisition offer. <br />2) The acquisi tion offer has a buy -back for one, doll ar (i f Rosevil to <br />ever granted to go in that direction). <br />3) We are open to discussing the upgrades we felt were needed and <br />the cost of such needed upgrades. <br />4) To allow your budgeting and staffing to he gradually adjusted, we <br />would he open to discussing a 5- to 10 -year transition period <br />for You to move from a wholesale to a retail arrangement. <br />The Board of Water Commissioners feels strongly that the acquisition offer is the most <br />cost - effective offer for the customers of Roseville. However (as previously discussed) if you <br />still decide wholesale is the correct option for you, we would life you to consider Saint Paul <br />doing some of your maintenance work (such as main repairs or commercial meter testing). <br />Please let us know, if we can discuss this further.
