'qrom Nieprash, Randy D [rnepr h@bonestr I.+ om]
Thursday, January 30, 2003 8:38 AM
To R,osevillll e City, Comcil (E-mail)
Subject Larpentieur Ave., trail - questions from thle Mayor
Maylor & City Council members:
I write, to respond to the questions the Mayor asked at the meeting on Monday, 1/27/03.
1 . Thie Trails Commission wasi specifically inisitruictield to avoid the general city budget
during our deliberations and subsequent discussions, with the Council. We were charged by
,the Counicil. at the time with a specific and limited task. we were told that determining
a
the pr3il-oriitiles for the general budget was the plur-view of the Council and that they would
6
not ® our straying from, our charge. We were to limit our considerations to pathways.
6 a a
If the Council is 'interesting, in gauging public opinion about the importance of
pathways to citizens of Roseville, i recommend that you turn to the Vista 2000
prolil eict,
2. There are a few answers to the Mayor's question, about building a trail on the side
tn, 4= #- &_
1-h %e-% n, t A7cet v6v1,1%oAr.0.; d-LE-raCAJ peop" -3- -
P=kJP_L= k.XIULI JL.LVt:: LCb_LUU116kj .
'When, Pathways are built in front of private homes, the homeowners usual
work very hard to see that the City takes as little of' their property as possible. Because
the, City Is not, eager to fight the residents on, the 'issue, the path is frequently built
too, close to the road, and we lend up with the endless problem described above.
In the case of the cemetery property, the City may ® able to more
ily negiotiate the conveyance of sufficient land to avoid this problem, Thus, building
ei a si, I
the path on the cemetery property may work to eiveryone's advantage,
3. FiLnially, I want to, respond to the Mayor's comments about the use of federal and
County tax money to bul"Id this trai 1.
The money at the federal and county levels has already been allocated. If it is not
01
directed to this traiil project, it will be redirected to another project that has already
faleen deemed lesis worthy,. There will be • savings for any tax avers.
p
0
