The additional 'Information was requested, for the purp�ose�s of discussion ani <br />evaluation of the Program, to determine whether changes were warranted. <br />Under the City's current Discount Program, eligible residential customers receive a discount on <br />the base charge for water and sewer services. There isi no discount, fo�r the usage ch,argesi, or on <br />the Stormwater or Recycling fee., The following table depicts the 2003 quarterly base charge for <br />water and sewer service. <br />Asis shown in the table,1 the discount provides a savings of $8.35 per quarter, or $33.40 per year. <br />There are approximately 11 180O single-family households in, Roseville. Of' that amount, <br />Z rox, mately, 2,500 or 2 1 % are currently <br />g reciel,vin the d' <br />PP I iscount. <br />0 <br />With approximately 2,,500 households part 1*cipating in, the discount program at a savings, of' <br />$33.40 per household per year, the discount prograrn "costs""' the city's otb,er water and sewer <br />customers approximately $83,,5'010 per year. To put this number in context, total water and siewer <br />revenues from customers per year are about $6 million. <br />It remains unclear as to the on-gins of the Senior Discount Program. Staff believes the Program <br />has been 'in existence for, at least the past 2,0, years, and in all I ikelihood was an attempt to provide <br />financial, assistance to those on fixed incomes and, for which it may have been a hardship to meet <br />basic oilpkzq. <br />
