EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL OF CITY OF ROSEVILLE RAMSEY COUNTY, MINNESOTA September 23, 1985 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, September 23, 1985, at 7:30 o'clock p.m. The following members were present: Mayor Demos and Councilmembers Franke, Kehr, Johnson and Curley; and the following were absent: None. Also present were James F. Andre, City Manager; Charles Honchell, City Public Works Director; Robert Bell of Peterson, Bell & Converse, City Attorney; and Thomas S. Deans of Knutson, Flynn & Hetland, City Bond Consultant. Mayor Demos introduced the following resolution and moved its adoption: Resolution No. 7810 RESOLUTION ORDERING THE CONSTRUCTION OF IMPROVEMENT NO. W-82-15 AND PREPARATION OF PLANS AND SPECIFICATIONS THEREFOR UNDER AND PURSUANT TO MINNESOTA STATUTES, CHAPTER 429 BE IT RESOLVED by the Council of the City of Roseville, Minnesota, that in accordance with the provisions of Minnesota Statutes, Chapter 429, as amended, the Council held a public hearing on the proposed construction of Improvement No. W-82-15 consisting of the conversion of the water distribution system in that area to the Roseville water service system and the installation of necessary appurtenances on all that property in the Alta Vista area in the southeastern part of the City just north of Larpenteur and immediately west of Dale Street, as described in the Notice of Hearing at a cost presently estimated at $275,000, and substantially in accordance with the preliminary reRort as to the feasibility thereof which is now on file in the office of the City Manager; and having considered the views of
