If the temporary measure <br />9 is not effective the Engineering Department will revisit the analysis and development of <br />10 strategies (Steps 3 and 4) or choose to not continue the process. <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />Step 9 _ <br />to the City Council regarding the proposed traffic management strategy. <br />Step 10 — Design, Final Assessment Roll and Construction <br />If the project is approved, City staff prepares and recommends the final project as required <br />under authority granted by Minnesota Statute Chapter 429. <br />Step 11 - Monitoring <br />Once a traffic management strategy has been implemented the City will continue to conduct <br />periodic monitoring of the site to collect data for future implementation of strategies and to <br />document the effectiveness of existing measures. This program and the associated Toolbox <br />may be amended at any time by the City Council. <br />22 Appeals - Decisions of staff can be appealed to the City Council. The appeals process will <br />23 follow established City procedures. <br />24 Removal - Existing traffic management measures and /or measures installed under the Program <br />25 may be requested to be removed. The request for removal of a project will be processed <br />26 generally using the same procedures as outline in this program requiring written request and <br />27 appropriate neighborhood approval. <br />28 5.0 Procedural Details <br />29 I Step 1 - Identify Gandid- to Request <br />31 ResideatsCitizens may identify candidate streets or areas for traffic improvements. Some <br />32 request may be handled by phone or verbally from Fes eRtscitizens to City Staff, which could <br />33 result in increased police enforcement or placement of the City's speed display equipment. Any <br />34 requests for permanent traffic management strategies require a written application with 50% of <br />35 the pFejeGt ReighboFho benefited area signing the application. Appendix A provides a sample <br />36 petition and request letter. <br />37 Application of these strategies on seNestnF nF arterial streets is excluded and not included in this <br />38 process. <br />39 Step 2 - Preliminary S^" Review and Evaluation <br />40 The City Engineer will review requests to determine whether or not they should be handled as <br />41 part of normal traffic engineering procedures or police enforcement of the City, or if they qualify <br />42 for consideration under the Neighborhood Traffic Management Program. Some requests may <br />43 be able to be handled within the current Capital Improvement Program such as planned <br />C! <br />
