1 Since not all strategies are appropriate for every problem the City has developed a process to <br />2 identify the appropriate solutions. The process includes identifying the problem, evaluating <br />3 potential strategies, and implementing appropriate measures while including public participation <br />4 and governmental approval. This process is summarized in Section 4. <br />5 The process and strategies included in this document are intended to be used on local streets <br />6 Alassified as lenal FesideRtial streets to reduce speeds and volumes. (Streets within the City of <br />7 Roseville are classified based on definitions from the Metropolitan Council defined in Appendix <br />8 C of the Rese.dlle TFaRG GFtatiGR Plan. The current Road Classification Map, Figure 4a -95_5 <br />9 from the Roseville T.",G,.^,+ati^„ DlanCompre hens ive Plan, identifies street classifications <br />10 within the City of Roseville see Appendix ID.) By definition arterials and collector roadways are <br />11 intended to have higher speeds and accommodate higher volumes; therefore it would be <br />12 against the function of arterials or collectors to implement traffic management strategies. These <br />13 roadways are intended to operate efficiently with 4ijh- larger volumes and higher speed. When <br />14 arterials and collectors are operating efficiently they provide the necessary mobility for the <br />15 traveling public reducing the diversion of traffic a^^ pfeY Rt4he n9e G ^ v4rt to the local street <br />16 network. <br />17 4.0 Procedure Summary <br />18 A flowchart, Exhibit 1, provides a summary of the procedures for implementing a traffic <br />19 1 management strategy on a local street. The process includes the following steps: <br />20 Step 1 - IdeRti fy G....didal —1 1 mi : I I Prh,.edsStudy Request (Application) <br />21 First " ^°idp. ^ ^tscitizens must identify candidate streets for traffic management improvement and <br />22 submit a written request to the City Engineering Department. Any requests for project proposals <br />23 require a written application with 5951 % of the project neighborhood signing the application. <br />24 Appendix A provides a sample request form. <br />25 1 Step 2 • Preliminary SGree ^i ^g- Review and Evaluation <br />26 The City Engineering Department will review requests and determine whether they can be <br />27 handled as part of the normal traffic engineering process or police enforcement function of the <br />28 City or if they qualify for consideration under the Neighborhood Traffic Management Program. <br />29 Step 3 - Data Collection and Traffic Study <br />30 If it is determined that the request falls under the Neighborhood Traffic Management Program <br />31 the City will undertake an engineering study of the street(s) or neighborhood including gathering <br />32 1 relevant data of the prepesed-affected streets. <br />33 Step 4 - Develop /Evaluate Traffic Management Strategies <br />34 Based on the traffic study and input from other departments, the City Engineering Department <br />35 will make a preliminary determination of the need for traffic management measures and make <br />36 recommendations as to which measures would be appropriate. <br />37 Step 5 - Conduct Neighborhood Meeting and Survey <br />38 A neighborhood meeting will be held, or a summary letter will be sent, to present the <br />39 conclusions of the traffic study and discuss appropriate next steps in the process. At this time a <br />40 survey will be sent out to determine neighborhood support for the recommended traffic <br />41 I management strategy and to receive input from affected resideatscitizens. <br />42 Step 6 - Traffic Management Strategy Recommendation and Approval <br />43 The recommended strategy will not be implemented without the support of 65% of the prejest <br />44 Reighberheedbenefited area and 5951 % of the affected neighborhood. In addition to <br />45 neighborhood approval, the City Council must also approve the implementation of the traffic <br />46 management strategy. <br />
