CREATE DANGEROUS ROAD CONDITIONS <br /> If "C2"is opened, it will be dangerous for those driving at assumed speeds in these hills <br /> and in the cul-de-sac area. <br /> It will also be dangerous for the local residents living there, especially young children. <br /> DIMINISHING TRAFFIC ON "C" AND SNELLING <br /> The traffic study indicated that traffic has been diminishing these last few years on the <br /> major roads in the immediate area. <br /> For instance, traffic has diminished by 7 % on Snelling between 2004 and 2008. <br /> Likewise, traffic has diminished by 11 % on Co. Rd. "C"between 2004 and 2009. <br /> A chart of these traffic reductions was made from the traffic studies data. This chart is <br /> enclosed here for review. <br /> With the bad economic times we are all facing, this traffic could easily diminish much <br /> further in the future. <br /> DESTROY QUIET NEIGHBORHOODS <br /> If"C2" is opened, it will effectively destroy the quiet residential quality of the <br /> neighborhoods in the areas of both sides of the barrier. <br /> The value of the homes in these neighborhoods will diminish substantially because of the <br /> traffic increase. <br /> REDUCED HOME VALUES <br /> Apparently the expected 10-to-30 % reduction of the home values (and tax base) of a <br /> "few"homes in the affected "C2"neighborhood, if"C2"is opened, is not significant <br /> here. <br /> To compensate for this potential tax base loss, taxes are simply raised for all of the other <br /> residents in the Greater Roseville area. <br /> 3 <br />
