Regular City Council Meeting <br /> Monday, October 10,2011 <br /> Page 21 <br /> • For the public's benefit, Ms. Bloom advised that, until given further direction <br /> from the City Council, staffs ability to determine what funds would come from <br /> the City and what from MSA dollars was limited. Ms. Bloom reviewed how <br /> MSA funding was received by the City from gas tax monies through the State, but <br /> not necessarily drawn upon for that specific roadway. Ms. Bloom advised that, <br /> currently the segment from of County Road C-2 from Lexington to Hamline Ave- <br /> nues was on the MSA system. Ms. Bloom further clarified that funds would still <br /> be there and available from future state aid funds; and once a roadway was desig- <br /> nated by the state and approved as part of the state aid system, it would continue <br /> to be eligible for future state aid funds, and would need to be built to a certain <br /> standard to continue receiving those monies. <br /> While recognizing that there would be some trees removed if County Road C-2 <br /> was opened up, Ms. Bloom advised that she was not aware of any heritage tree <br /> p eservations in City Code,would offered to research it further. <br /> Councilmember Willmus opined if there were trees or other vegetation on exist- <br /> ing unbuilt city rights-of-way, they should not be there, nor any other substantial <br /> vegetation. <br /> Related to costs included in estimates, Ms. Bloom clarified that for the addition of <br /> a right turn lane, it would be at an approximate cost of$10,000. <br /> Related to losses to the City in its tax base from property value reductions, Mayor <br /> Roe noted that there were many annual variables, both positive and negative, that <br /> impacted property valuations. Mayor Roe advised that the City determined an- <br /> nually how much it needed to fund its budget, through an aggregate dollar <br /> amount, and that amount was sent to Ramsey County, at which time they deter- <br /> mined the amount allocated through a specific formula to the City to determine <br /> that tax amount for Roseville properties. Mayor Roe advised that, when individu- <br /> al property values went up or down, it affected who paid the total amount, and in- <br /> dividuals may see changes in their property taxes from a variety of reasons, in- <br /> cluding impacts from area projects. <br /> Jerry McDonald <br /> Mr. McDonald reiterated his question about what problem was being fixed from <br /> spending $131,000. <br /> Mayor Roe advised that, after hearing the substantial and often passionate posi- <br /> tions of both sides of this issue, the City Council would be discussing whether or <br /> not to do this project; and would provide their individual and collective justifica- <br /> tion for their decision. <br /> • Councilmember Johnson, responding to Ms. Patricia Rantanen's questions as to <br /> why this project is not reflected in the City Council's budget and priority ranking, <br />
