<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the <br />City Council of the City of Roseville, County of Ramsey, <br />Minnesota was duly held on the 10th of February, 1986, at 7:30 <br />p.m. <br /> <br />The following members were present: Cushman, Matson, Kehr, and <br />Demos, and the following were absent: Johnson. <br /> <br />Member Kehr introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION 7862 <br /> <br />"POLICY GUIDELINES FOR REVIEWING DEVELOPMENT PROPOSALS" <br /> <br />WHEREAS, Roseville was incorporated in 1948 and during the next <br />two decades experienced substantial growth, both residential and <br />industrial/commercial; and, <br /> <br />WHEREAS, It was decided early that Roseville would be a mixed <br />community including homes, jobs and services for the residents; <br />and, <br /> <br />WHEREAS, Early industrial/commercial development was of lower <br />intensity; and, <br /> <br />WHEREAS, Roseville, a fully developed community today, has <br />established economic development tools to keep Roseville a <br />vibrant community into the future; and <br /> <br />WHEREAS, This is a critical time, in that the opportunity is <br />present to assure that development and re-development of <br />commercial/industrial property is of highest quality and <br />intensity; and, <br /> <br />WHEREAS, It is intended that said development maximize image, <br />employment opportunity and tax base of the community. Said <br />development could be judged by several principles such as <br />building design and materials, building height, floor area ratio, <br />number and types of jobs produced, taxable value, compatability <br />with other desired land uses, landscaping, artistic and recrea- <br />tion features; and, <br />
