Resolution 2 WHEREAS, The City has defined targeted areas based on their access and visibility, which can be expanded or changed in the future as additional information and market analysis are gathered; and WHEREAS, The type of development occuring in Roseville in the next ten years will be a major factor in the image of Roseville well into the next century; NOW, THEREFORE, BE IT RESOLVED, that in order to facilitate development proposals which would be most appropriate to the City of Roseville, the City Council directs that development proposals be received and considered under the following policy guidelines: 1. Development proposals in the "targeted area", (see attached map) not requesting City financial participation, shall be reviewed, and encouraged to maximize the investment in the land and provide a quality development. 2. Development proposals involving City financial participation in the "targeted areas" shall be reviewed, but not limited to the following principles: a. Incorporates unique planning concepts. b. Provides the most intensive use of land practicable. c. Utilizes design and materials which most enhance the quality of the development and images of the City. d. Considers its development impact on the immediate area. e. Addresses the need for recreational amenities. f. Provides maximum employment opportunities and tax base. 3. Development proposals involving comprehensive plans to develop large areas involving several major facilities are encouraged to be submitted. If such comprehensive plans are in the best interests of the City of Roseville, the City Council would commit itself in assisting in the acquisition of properties, where appropriate. Development principles would be the same as above. 4. Development in other areas of the City, as of yet "non- targeted", which mayor may not be requesting financial participation shall be reviewed and encouraged to maximize the investment in the lands and provide a quality development.
