<br />Resolution <br /> <br />2 <br /> <br />WHEREAS, The City has defined targeted areas based on their <br />access and visibility, which can be expanded or changed in the <br />future as additional information and market analysis are <br />gathered; and <br /> <br />WHEREAS, The type of development occuring in Roseville in the <br />next ten years will be a major factor in the image of Roseville <br />well into the next century; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that in order to facilitate <br />development proposals which would be most appropriate to the City <br />of Roseville, the City Council directs that development proposals <br />be received and considered under the following policy guidelines: <br /> <br />1. Development proposals in the "targeted area", (see attached <br />map) not requesting City financial participation, shall be <br />reviewed, and encouraged to maximize the investment in the <br />land and provide a quality development. <br /> <br />2. Development proposals involving City financial participation <br />in the "targeted areas" shall be reviewed, but not limited to <br />the following principles: <br /> <br />a. Incorporates unique planning concepts. <br /> <br />b. Provides the most intensive use of land practicable. <br /> <br />c. Utilizes design and materials which most enhance the quality <br />of the development and images of the City. <br /> <br />d. Considers its development impact on the immediate area. <br /> <br />e. Addresses the need for recreational amenities. <br /> <br />f. Provides maximum employment opportunities and tax base. <br /> <br />3. Development proposals involving comprehensive plans to <br />develop large areas involving several major facilities are <br />encouraged to be submitted. If such comprehensive plans are <br />in the best interests of the City of Roseville, the City <br />Council would commit itself in assisting in the acquisition <br />of properties, where appropriate. Development principles <br />would be the same as above. <br /> <br />4. Development in other areas of the City, as of yet "non- <br />targeted", which mayor may not be requesting financial <br />participation shall be reviewed and encouraged to maximize the <br />investment in the lands and provide a quality development. <br />
